The agenda usually discussed for permanent status negotiations was based on the "outstanding" issues (such as Jerusalem, the Refugee issue, and permanent borders). This approach has generally brought the two sides to an impasse due to the fundamental disagreement between them regarding these issues.
A new approach could be built around four kinds of issues: conventional issues; movement and personal security; historical issues; and intrusive issues. Read more >>
